LeadingAge Ohio Meets with Directors Corcoran, Davis on EVV

LeadingAge Ohio was invited to meet with Ohio Department of Medicaid (ODM) Director, Maureen Corcoran, regarding the EVV (Electronic Visit Verification) system. Director Corcoran emphasized the department wants to work with providers but also understands there are some constraints in implementing EVV.  She pointed out when an implementation timeline changes, provider utilization drops off and at the same time there will be significant penalties in the future for not implementing EVV within the parameters that have been mandated by the Twenty-First Century Cures Act.

The new Director of the Ohio Department of Developmental Disabilities (DODD), Jeff Davis, was also present at the meeting, and he indicated that DODD will work with ODM to implement EVV in phase 2 of the project which is slated to begin August 2019; Phase 2 will include DODD waivers as well as PASSPORT.

ODM’s Julie Evers, EVV Policy, shared a summary of ODMs outreach efforts thus far and also noted additional efforts are being considered such as:

  • Listserv or blog
  • Traditional snail mail communications
  • Regional forums
  • Sharing information with Public Housing Coordinators and Social Workers
  • Stakeholder subcommittees
  • Peer support groups

Evers also mentioned that ODM is gauging interest in using EVV data as the starting point for an app or online resource that would assist individuals in finding providers.

Director Corcoran concluded the meeting by saying no timeline is yet established for the initiation of claims edits for Phase 1 providers and that ODM has not yet begun the post-payment review process.  When they do begin the post-pay review process it will be with providers who have not implemented the use of EVV.
